Type 01
Agency-side delivery
An agency has a requirement and limited internal capacity to manage a multi-vendor team. APG pursues the award, staffs it with vetted subcontractors, and owns performance reporting through closeout.

Type 02
Prime and subcontractor build

Type 03
Small business entry
